In excess of 2 million payroll, finance, HR and procurement records held in Lancashire County Council’s (LCC) legacy Oracle system were successfully migrated to the cloud-based Oracle Fusion solution in December 2022 by Egress Group. Despite shortened time scales and concerns over data quality in the legacy system, the UK’s fourth largest authority ran December’s payroll successfully, on-time.

LCC had been using a legacy Oracle EBS application suite running R12 since 2011. By 2020, the product was nearing end of support from Oracle, and the on-premise infrastructure was costly and required significant resourcing to maintain.

The new system needed to continue to support the whole range of business-critical processes associated with Finance, Human Resources, Procurement and Payroll transactions. However, there were significant concerns regarding data quality in the legacy system, which LCC prioritised to resolve as part of the migration programme.

Egress Group was engaged to conduct an independent and thorough analysis of the state and quality of LCC’s legacy data, the outcome of which was a clear strategy for resolution.

LCC subsequently contracted Egress to undertake the full end-to-end data migration, including extract, transform and load, with the focus on data quality and assurance remaining paramount.

Egress has many years of experience of these complex data projects and a proven toolkit which provides advanced monitoring, control and auditing.

The implementation included the migration of 1.5 million project accounting expenditure records, 750,000 payroll balances, 150,000 staff, customer and supplier records, plus many thousands of additional transactions.

The programme was successfully concluded, despite shortened timescales, with Oracle Fusion Human Capital Management and Payroll live in December 2022 and Enterprise Resource Planning and Supply Chain Management live in January 2023.

The Fusion programme is a significant investment in the council’s future and moving to a cloud-based system is seen as a key step along their digital transformation path, aiming to deliver improved services both internally and externally, in addition to providing efficiencies and cost savings.
